Former Prescott resident Billie Orr, a longtime popular community leader, died Jan. 7, at her Scottsdale home. Orr was 75. Just two years ago, Orr was a nominee for the prestigious ATHENA Award sponsored by Quad Cities Business News and Prescott Woman Magazine.
